Enter the building and talk to the attendant. The attendant will give you "HM03 Surf. Part 4. You'll need to get gold teeth from the Safari Zone to get HM Go to Zone Four in the Safari Zone.
If you don't remember how to get to Zone Four, use the steps from the method on getting HM03 Surf' ". Find the Gold Teeth. Go into the Warden's house. Talk to the Warden and he'll reward you with "HM04 Strength. Part 5. Go to Vermilion City. You'll need HM01 Cut already. Head south-east to Route You'll leave the city and find a cave. Enter the cave. You'll see "Diglett's Cave" in the upper left corner of your screen as well as a man next to a ladder down. Go down the ladder.
If you step on the ladder, you will load into the floor below. Follow the path west and north until you find another ladder. Go up the ladder. If you step on the ladder, you will load into the floor above. You'll see a digger and the words "Diglett's Cave" in the upper left corner of your screen. Exit the cave. You'll appear on Route 2, so follow the path south. Use Cut on the tree blocking your path south. You'll see the tree growing between poles. Once you cut down the tree, continue south. Enter the building.
You'll see two people. Part 6. Go to One Island. One Island only unlocks once you defeat the Cinnabar Island gym. You can get to the island by boarding a ship. You'll need HM03 Surf. Surf north to the sandy beach. Continue heading north through the tall grass to another sandy area. Keep walking north until you see a cave opening. You'll see "Ember Spa" in the upper left corner of your screen.
Follow the path north, then climb a set of stairs, then head east to a man between two waterfalls. Talk to the man. He'll give you "HM06 Rock Smash". Part 7. Go to Four Island. You'll need HM03 Surf to continue north to the cave. You'll see "Icefall Cave" in the upper left of your screen. Use Surf again to go through another cave entrance to the north. Walk north over the patch of ice. The patch will shatter when you step over it. You'll walk over the first ice patch above you, then continue north to break two more patches of ice.
Immediately turn west to follow a path that leads to one more patch of ice. Walk over it twice to reveal a hole. This brings you back to the main level on the other side of some rocks you couldn't get by before. Walk south over the patches of ice. There are two patches of ice, but when you walk over the southernmost ice patch twice, you will reveal another hole.
Go down the hole. You'll appear on a large patch of ice that you slip on. Move south until you come to another ladder. The biggest thing to watch out for in this battle is Toxic.
This Poisons your Pokemon and the damage inflicted increases each turn. Be sure to stock up on Antidotes beforehand. If Toxic is getting the better of you, try inflicting a status effect on the opponent as soon as possible, this reduces the chance of a successful Toxic. You could also use a Poison type, which aren't affected by Toxic. I would strongly advise a Psychic type though as this is best against Poison.
The two Koffing are nothing new and should be easy, however they have the Levitate ability so Ground attacks won't hit them at all. Muk has pretty good Spec. Acid Armor boosts its Defense, but a Psychic type should mow him down pretty easy. Once you have beaten him you can now Surf outside of battle! That wraps up Fuchsia City for now. Now it's time to make our way to the central city on the map - Saffron City. To get there, let's fly to Celadon City.
This is to get the key item - Tea. From the Pokecenter head to the left to get the Tea from the first floor of the Celadon Mansion.
Once you have the Tea, exit Celadon to the east. Now enter the house to the right with the guard, which have not allowed you to pass previously. Give him the Tea, and he will let you through. To get exp share you will need to register at least 50 pokemon in the pokedex, then you can head over to the right of Fuchsia City and talk to the helper of Professor Oak. HM03 is none other than the move known as Surf. HM Surf can be obtained as a gift for reaching the house at the far end of the Safari Zone in Area 4 before the step count is reached. From the main entrance, go right to area one west: centre area, then go up and over the steps you can see at the top of the screen, then up and over the second set of stairs. Then up keeping the house on your right, go left to exit this area.
